Many rumors about this person about his lack of ethics, lack of reverence, poor boundaries, and illicit substance use. I was bewildered witnessing him appear stoned while meeting with me. He has no empathy, is curt, is overly self assured, and his arrogant is entertaining. Numerous veterans complain about his effeminate behaviors and haughty behaviors. A supervisor told me that he has engaged in criminal behaviors a few years ago but similar calibered staff colluded with him because the entire homeless program is corrupt.
